Structured Prioritization
A formal body, a committee or working group, with authority to sequence and approve technology investments. Without it, every request competes equally and nothing strategic gets done.

Clear Decision Authority
Defined ownership over operational changes, policy, and tactical direction, with enforcement. Governance without authority is advisory. IT needs a mandate, not just a seat at the table.

Full Technology Spend Visibility
A complete view of what the organization spends on technology, how it's allocated, and whether it's delivering value. Shadow IT and decentralized purchasing obscure waste and block good decisions.
